Tamil Nadu Women Development Project
The project for the Development of Women in Tamil Nadu was initiated in April 1989 after getting an approval from the Executive Board. The project could only be started in 1990 and was shut down on 31st December 1998 with an extension of one year. The total amount for the project was estimated to be 30.6 million US dollars out of which 17 million US dollars were provided by IFAD while the remaining 13.6 million US dollar was borrowed.
Project Objectives
Target Group
The group of the women who were covered to be benefitted by this project majorly belonged to poor families of the rural areas. Initially, the project concentrated on the following three areas that included Dharmapuri, South Arcot and Salem while later it was extended and covered two more areas that were Madurai and Ramnathapuram.
The target of the group was majorly for the development of the backward areas like Ramnathapuram and Dharmapuri and few of the other areas where female infanticide was on higher rate and these areas included Salem and Madurai. The support to the women section of the society who was either listed below the poverty line, widow or physically disabled were provided.
Components and Objective
The main aim of this project was to provide the women of the rural areas both economic and social benefits thus making them stand up in the eyes of both their families and the society. The below listed points describe the detailed components involved in the implication of the project:-
- The activities that could provide financial support like development of farm and crop, animal farming, industries opened in village or cottages.
- Providing financial credit to women through bank support and majorly, Indian Bank is responsible for giving credit to women in the village.
- The group also encourages in the scheme about group savings to benefit the group with financial support by lending them loans of small amount to avoid the older money lending system.
- Development of the group so that the people in the group could improvise their status both economically and financially in the society.
- Improvising the status of the group by establishing the social network so as to support the social development of the group. The group was supported by an animator for every village while for group of 12 villages one supervisor was assigned.
- The women in the group were trained on different subjects like book-keeping, study on legal issues, management etc. The other areas on which the training was provided included bank officers, various NGOs and other social workers.
- The support was also availed from different NGO to help in the formation of group, providing different trainings to animators, supervising the field staff, assistance in getting the bank loan approvals for the group.
Project Evaluation
There are many achievement of Tamil Nadu Women’s Development Project. The first of the achievements achieved by the group involved a marginal growth in the disbursement of the loan and was capable of crossing it with margin of 40 percent. The few of the most looked up points of the group involved are listed below:-
- The different groups of the women are formed and they are encouraged to make more and more savings by implying different saving methods.
- The other accomplishment of the group involves opening of the saving’s bank account for the women who haven’t been registered in these types of women’s group.
- The culture of the repayment was started in the group with the help of Non-Governmental Organizations and the bank’s that help in rotating the savings through internal loan procedure.
- The method of recovery of loans adopted by the banks is exceptional because it has been supported by various systems.
- Initially there were many discrepancies but those were dissolved with the good involvement of the Government, Tamil Nadu Women Development Corporation, Banks and NGOs and other officers who belonged to different line departments.
Limitations
The project main focus was majorly on the methods for loan disbursement and its recovery. The major reason behind this was the involvement of NGOs since these payments to the NGOs were made depending on the number of beneficiaries associated with these NGOs.
