RULES FOR LUGGAGE
The luggage on which the complete address is not written properly either in Hindi or English shall not be accepted for reservation for luggage coach by Indian railway train. The luggage not packed securely shall not be accepted for the reservation in the chamber for carrying luggage unless an official form indicating details of any defects or wrong packing is filled by the authorized agent of the person to whom the luggage belongs or the person himself. The owner of the luggage should be present at the reservation office for luggage at the station not less than 30 minutes before the actual departure of the respective train in case if the luggage is required to travel by the same train with the owner. The passengers are allowed to book their luggage at the time of reservation of their accommodation. The passenger is allowed free allowance up to which he can carry luggage with him in the journey, free of cost .But a large extra fee is applicable on the package weighing above 100 kilos or exceeding 1m*1m*0.7m in outside measurement. The packages exceeding any one of the dimensions specified will be treated as large with extra weight even though the actual weight is less than 100 kilos on the basis of measurement by volume. If, however, one of the luggage dimensions is exceeded by 10% of the specified measurement but weight of the luggage is within 100 kilos on volumetric basis, it would not be treated as extra. The extra charge on luggage is imposed which is normally double the standard rate.
The offensive articles like match boxes, dangerous explosives or objects easily ignited and barren gas cylinders, physically inactive or crippled poultry, harmful corrosive acids or substances are not allowed to be reserved for carrying in train luggage compartment.
The trunks, suitcases and packages having outside measurement of 100 cms x 60 cms x25 cms (l x b x h) are permitted to be taken as the personal luggage in the passenger compartment but if the trunks, suitcases and packages dimensions outmatch any one of the outside measurement specified above, such articles are needed to be reserved and send in the brake van and not allowed in the passenger’s compartment. The upper limit of the size of the trunks and suitcases is 55 cms x 45 cms x 22.5 cms which is allowed to be carried in the AC-3 tire and AC Chair Car by the passenger with him.
The oxygen cylinder and the base supporting it are allowed with patients under medical certificate in all railway classes and the free allowance of luggage shall be granted for both.
The merchandized or trade items are not allowed for carrying in the reserve compartment as personal luggage.
The minimum charge for luggage is Rs 30 and the luggage of bigger dimensions is only allowed to be carried by brake van.
There is no restriction on transportation of luggage in the brake van of the passenger trains as far as measurement and kind of luggage – personal or merchandise offered at the time of reservation is related. In such case only the extra luggage with the owner beyond the limit of free allowance is taken at 1.5 times the rates under the scale – L.
Railways allow each passenger allowance free of charge up to which he can carry luggage with him in the train compartment absolutely free of price. But this free amount granted alters for the different classes of travel. The children of age 5 and below 12 years are only permitted half of this type of allowance subject to the maximum of 50 kilos of luggage. The passengers are also allowed a minimal quality allowance while traveling. Below table indicates the upper limit for the luggage which can be carried within the railway compartment for each class.

Maximum quantity allowed includes the free allowance :
The passengers are permitted to reserve and carry extra luggage with them outside the free allowed limit in their reserved class compartment up to the upper limit per class mentioned in the above table after paying charges at 1.5 times of luggage scale rate.
If the passenger carries minimum extra luggage which is comparatively less than the free allowed limit, he will be charged at the normal luggage rates applicable to his class of travel. In case a passenger is detected on the way or after getting at his designated or end station with unreserved or partially reserved luggage which weigh more than the free allowed limit, the extra unreserved or partially reserved weight outmatching the free allowed limit of luggage is charged at six times the luggage scale rate instead of 6 times of scale – R as earlier. If unreserved or partially reserved luggage is detected more than the free allowed limit of then luggage but inside the marginal allowance, the charge taken is 1.5 times the luggage scale rate. In case the passenger is detected on the way or at the end station with unreserved or partially reserved luggage weighing more than the upper limit allowed for carrying luggage, the extra weight more than the free allowed limit of luggage is charged at six times of the luggage scale rate subject to a minimum of Rs. 50/-.
Therefore the luggage above the mentioned quantity should be reserved beforehand and conveyed in brake van before commencing journey.
The penalty will be charged on the luggage above the minimum allowed limit, if detected. In case of the luggage exceeding slightly the free allowed limit, the charge at the standard luggage rates as applicable to the class of travel is taken. So passengers are advised to book extra luggage in the railway luggage reservation office by paying dictated charges and get luggage tickets supported and cross-refer with all the details before starting their journey. For objects such as scooters, bicycles, etc no free allowance is admissible.
FOR LUGGAGE STOLEN ON THE WAY :
The passenger can approach train conductors/ coach attendant/ guards or GRP escort just in case the luggage is stolen or looting or dacoits in running train. A FIR form will be given to be properly filled and handed over to them and then the complaint will be sent on to the nearest Police Station for the necessary action. There is no need to break journey to file a complaint with the police. The passenger in such case can also contact the RPF Assistance offices present at all important railway stations for any help in filing the complaint of theft.
FOR LUGGAGE LOST OR DAMAGE :
Due to lost or damage of luggage if the economic rate of the luggage reserved has not been declared in advance by the consigner and the percentage charges not paid, the financial obligation of the railways will be fixed to Rs. 100/- per kilo. But if the consigner has stated the economic rate of the consignment or luggage and also paid the necessary billed amount, he is qualified to get the claimed amount which will not outgo the economic rate of the luggage so declared at the time of reserving in the luggage office. The method of the payment just in case of lost or damage luggage can be inquired from the railway luggage reservation office.
IN CASE OF THEFT OF LUGGAGE :
In case of theft of luggage an official FIR Form is given which is available in English, Hindi or any regional language in the Railway Timetable or with Travelling Ticket Examiner/Guards/ GRP escort to the passenger to be properly filled and then be submitted to one of the railway official like TTE/Guard or GRP escort for enrolling the complaint report at the near police station. This service and commitment is given by the railway to the citizens travelling without paying any illegal charge.
PRINCIPLES FOR PETS, DOGS, HORSES OTHER LIVE ANIMALS AND BIRDS TRAVELING BY RAILWAYS :
- As per the section 77-A of the Indian Railway Act, the obligation of Railways for carrying animals is confined if someone sending animal through railways choose to pay the billing amount on the economic rate of animal as per the Rule 1301 of the Act: Amount for Elephants is Rs. 1500/-, Horses is Rs. 750/-, Mules, Camels or Horned Cattle is Rs. 200/- and Donkeys, sheep, goats, dogs and other animals or birds is Rs. 30/- per head.
- It is must to state the economic rate of each animal on the promissory note when the economic rate of an animal outmatches the amount defined above by the sender or his authorized agent. Both the sender of animal and his legal agent must also register whether they engage to pay the notified billing amount on economic rate of the animal in the promissory note. If they elect ‘No’ to pay the declared billing amount on the economic rate of animal, the animal will be accepted for transportation only under the terms and conditions of Section 77-A of Indian Railway Act.
- Irrespective of whether the sender is engaged to pay the billing amount on the economic rate of animal or not, the Railways will not be held responsible for the loss, death or impairment arising from the loading or jitteriness of the animal or from the overloading of vehicle or wagon by the consigner or his legal agent or the delay not caused by the carelessness or mishandling of their handmaids.
- The Railway is not responsible for any loss, death, impairment, or non-delivery of animals after the endpoint of the transportation as specified in the Rule 153 of Indian Railway Act.
PRINCIPLES FOR CONVEYANCE OF DOGS :
- The dogs transported in the brake-van/guard’s van or AC Chair Car or the first class train compartment will be billed for at the Scale’L’(luggage rates) on the relative weight apart from a minimum charge of Rs. 10/- per dog, as follows: When carried in the brake van (Dog-Box) – 30 kilos, When carried in the passenger’s compartment – 60 kilos, “Seeing Eye’ dog travelling with a blind person in the First Class compartment will be billed the same tariff as for the dogs transported in the brake van. These dogs travelling must be supplied with Collars and Chains and the owner’s of the dog should organize themselves for food and water for the dog during the journey. If the dogs travelling are found unreserved it will billed six times the luggage scale rate subject to a least amount limit of Rs. 50/-.
- The passenger traveling in the First class Air Condition or First class is permitted to take a dog with him inside their compartment only with the agreement of the passengers traveling with them and on the payment of charges directed in the article (1) above. These charges are prepaid. In case of objection by the fellow passengers to the dog remaining in the compartment, the dog will be removed to the guard’s van or brake van with no refund given. If the dog is found traveling unreserved with the passenger in IA or First class compartments, the passenger will be billed six times the luggage scale rate subject to a minimum of Rs. 50/-. A lady traveling alone by the train in a first class compartment with children under age of 12 years may take with her one dog in the compartment on payment of charges at the Dog Box rates, subject to a minimum of Rs. 10/- provided that if another lady enters the compartment, the dog can be allowed to remain in the compartment only with the agreement of that lady. If any dog is detected unreserved it will be billed at double the Dog Box rate for the distance up to the point of detection and at the Dog Box rate for the distance beyond the total charge, subject to a minimum of Rs. 20/- for each dog.
- The dogs are not allowed to travel or transported in the ACC Sleeper coaches, Acc Chair Car coaches Sleeper class and Second class coaches with the passenger. In case a dog is found being transported against the Rule, it will be removed immediately from the compartment to the brake van and charges will be levied six times the luggage scale rate subject to a minimum of Rs. 50/-
- Similarly, the charges for dog being taken in reserved compartments are imposed at the Dog Box rate. In case a dog is found unreserved charges will be six times the luggage scale rate subject to a minimum of Rs. 50/-
- The large dogs which cannot be fit in the Dog Box of the brake van of the train are transported in a special vehicle at the same rate and conditions as for the Horses.
