REFUND RULES
UNRESERVED AND UNSED TICKETS :
The untraveled unreserved ticket i.e. a ticket which is not reserved and also unused for any journey can be cancelled and the fare money is refund after deduction of cancellation charges if the ticket is submitted after the departure of the train for which the ticket is issued or any ticket which is valid for that whole day submitted for cancellation inside three hours after the departure of the last train of the day to the end station. The cancellation charge for such tickets is Rs. 10/- per passenger.
RESERVED BUT UNUSED TICKET :
(1) The refund of fare for Untraveled Reserved tickets i.e. journey ticket with reservation of a berth can be cancelled after deduction of the cancellation charge from the fare is given as follows:
(a) The cancellation charge of the ticket submitted more than one day in advance before the departure time of the train are Rs. 70/- for the A.C First Class and Executive Class compartment, Rs. 60/- for A.C. 2 Tier sleeper class and A.C. 3 Tier sleeper class and also First class/A.C Chair Car, Rs. 40/- for Sleeper class compartment and Rs. 20/- for the Second class compartment
(b) For the ticket submitted for cancellation inside 24 hours or 4 hours before the planned departure of the train, the cancellation charges per passenger after deduction of minimum cancellation charges is 25% of the fare paid as specified above in (a).
(c) The ticket submitted inside 4 hours before the planned departure of the train for cancellation and :
1. Up to Three hours, if the end station is up to 200 KM.,
2. Up to Six hours, if the end station is more than 200 KM to 500 KM., and
3. Up to Twelve hours, if the end station is more than 500 KM.,
The cancellation charge of the journey ticket is 50 percent of the total fare paid after deduction of the minimum cancellation charges as specified above in (a).
For the trains departing time between 21:00 hours and 06:00 hours, refunds is granted at the station either inside the time limit specified above or in 4 hours of the opening of the reservation offices, any one cases. There are night refund counters available for computerized tickets at some selected stations open up to 23:00 hours where passengers can get refunds on their current day untraveled tickets within a specified time.
(2) If the ticket is submitted for the cancellation after the expiration of the time period mentioned in the article (c) of sub-rule (1).
Hint: (1) For the journey tickets taken or issued from different stations refund of fare can be obtained at the same station where the ticket is issued only if that ticket is submitted for cancellation before the planned departure of the train from the station from which the journey ticket is legitimate.
(2) For the reserved tickets issued for all the people of a household issued where some passengers are waitlisted and others confirmed, full refund after deduction of nominal clerk age charge is given on confirmed as well as waitlisted passengers ticket only if the entire ticket is submitted for cancellation at the station from where the journey has to be start inside 4 hours of the planned departure of the train and up to 3 hours after the real departure time of the train.
REFUND ON CANCELLATION OF MULTIPLE JOURNEY TICKETS :
When an untraveled or unused reserved ticket issued for additional exceeding journey is submitted for cancellation, this type of ticket is treated as solo journey ticket and refund for the entire ticket is given as per above rules (1) and (2), with effect from 1st March 2000, as per the class of reservation for the first part of journey. This means if reservation status of first part of journey is confirmed, cancellation charges will be in accordance with the rule (1) and (2) above and if the reservation status of first lap of journey is RAC/WL, the refund of fare will be granted as per the above rule (1) and (2). The cancellation charges after deduction of the clerk age is charged only once on the total amount of the ticket, regardless of the reservation class for the part of journey.
The partially used Reserved or Unreserved tickets where a passenger ends his journey on a route to some place, the passenger may apply for the refund to the concerned Railway Chief Commercial Manager (Refunds) with the ticket deposited receipt issued to him by the station master from where he had lapse his journey.
REFUND IN CASE OF LATE RUNNING TRAINS :
Full fare without any deduction of clerk age charge is refunded to all the passengers with the Reserved, RAC, and Waitlisted tickets, who cancelled their journey due to train running late by more than three hours of the planned departure of the train after surrendering ticket at the station from where the journey has to be started provided it is done so up to the time limit mentioned in the article (c) of sub-rule (1) of hint 6 given below.
The refund without any cancellation charge still after the departure of train late by more than three hours is permitted and the time limit for surrendering ticket after actual departure of train running late is up to three hours for a distance up to 200 kms, up to six hours for a distance up to 201-500 kms, and up to twelve hours for distance over 500 km.
REFUND ON TICKETS IN CASE NO ACCOMODATION PROVIDED BY THE RAILWAY ADMINISTRATION :
In case if the railways for any reason could not arrange accommodation for the passengers having Reserved tickets, full refund of fare without any deduction shall be granted if such tickets are surrender for cancellation at journey commencing station inside three hours of the planned departure of the train.
If a train is cancelled because of any reasons like accidents, technical problem/failure or floods, the full refund of fare is given to the passengers for the booked journey in three days from the planned day of departure of the train.
REFUND ON FAILURE OF AIR-CONDITIONING EQUIPMENT :
In case of failure of Air-condition at some part of the journey, the refund of fare shall be granted on train’s arrival at the end station on production of a certificate from the Travelling Ticket Examiner/conductor/guard along with the journey ticket inside twenty hours of the arrival of the train as given below:
1. For AC I class, amount payable is the difference of the AC I class and First Class Mail/Exp. fare for the distance AC was not working.
2. For AC 2 tier / 3 tier Sleeper class, amount payable is the difference of the AC 2 tier/AC 3 tier fare and the sleeper class mail /express fare for the distance AC was not working.
3. For AC chair car class, amount payable is the difference of the AC chair car class and second class mail/express fare for the distance AC was not working.
4. For Executive class ticket of Shatabdi trains, amount payable is the difference of the Executive class fare and first class mail/express fare for the distance AC was not working.
IN CASE PASSENGERS ARE MADE TO TRAVEL IN A LOWER CLASS FOR NEED OF ACCOMMODATION :
If a passenger having ticket of higher class is made to travel in a lower class for need of accommodation, refund of fare granted is the difference of the fare paid and fare for the class travelled at the end station or the originating station of the train as per the situation. The refund of fare shall be granted only on producing a certificate from the Travelling Ticket Examiner/conductor/guard along with the journey ticket within 20 hours of the train’s arrival at the end station or within two days of the date of issue of the certificate (excluding issue date of certificate). Therefore to claim the refund of fare in case of travelling in lower class for want of accommodation the passenger have to submit his journey ticket along with the certificate issued by the Travelling Ticket Examiner/conductor/guard.
IN CASE OF LOST/ MISPLACED TICKETS :
For lost or misplaced tickets no refund is permitted or given by the railways. It is advised to inform the Reservation office about the loss of ticket immediately to prevent any fraudulent refund of such tickets. But in such case the passenger is permitted to travel on the confirmed or RAC reservation. The duplicate ticket can be issued if loss of confirmed or RAC ticket is reported before the preparation of reservation chart by taking of the clerk age charge per passenger. But 50% of the total fare in the case of lost confirmed tickets is collected on issue of duplicate ticket if reported after the preparation of reservation chart. In case of lost RAC tickets no duplicate ticket will be issued after the preparation of reservation chart. Similarly no duplicate ticket is issued for lost or mutilated Waitlisted tickets after preparation of reservation chart.
DUPLICATE TICKET ISSUE IN PLACE OF TORN/MUTILATED TICKETS :
In case of torn or mutilated confirmed and RAC tickets duplicate ticket is issued after some charges.
If the report of torn or mutilated ticket is given to the Railway Reservation office duplicate ticket can be issued and the passenger is allow to travel on the berth reserved by him by doing payment for the duplicate ticket issued as per the below cases:
A) Before the preparation of the reservation chart
In case of Lost or Torn and Mutilated or crippled Reserved or RAC tickets the duplicate ticket shall be issued if informed before the reservation chart is ready. The duplicate ticket is issued on the collection of the clerk age charge per passenger by the railway. But if the loss of confirmed or RAC ticket is reported after the preparation of the reservation chart, the duplicate ticket is issued on the collection of 50% of the total fare.
The refund on torn or mutilated tickets shall be admissible provided that the authenticity of such a ticket is verified by the particulars visible on the face of such ticket after the deduction of due cancellation charges as per rules at the station.
B) After the preparation of the reservation chart
1) In case of lost RAC ticket no duplicate ticket is allowed after the preparation of the reservation chart.
2) In case of Waitlist lost or mutilated ticket no duplicate ticket is allowed.
REFUND IN CASE OF DUPLICATE TICKET :
The refund is granted for the duplicate ticket after deducting 5% of the fare charges paid to a minimum of Rs. 20/- if the lost tickets are traced and presented along with the duplicate ticket before the departure of the train. The original ticket thus becomes valid for travel as well as refund.
IN CASE OF TICKETS PURCHASED ON CREDIT CARD :
If the tickets purchased on credit cards have to be cancelled, it can be done so and the credit slip can be obtained only on Railway Stations having Credit Card counters.
To cancel such tickets at other stations with no Credit Card counters, the passenger has to first cancel his reservation and get a Ticket Deposit Receipt of the same. He can now apply for the refund to the Chief Commercial Manager (Refunds) of the respective Zone and issuing station to which the Ticket Deposit Receipt belongs inside 90 days from the date of commencement of the journey.
IN CASE OF TATKAL TICKET :
1) On the cancellation of Tatkal tickets which are submitted for cancellation up to 24 hours before the planned departure of train, money returned is 25% of the total fare given on the ticket excluding Tatkal charges. But no refund will be granted on the confirmed Tatkal tickets if surrender for cancellation after the planned departure of train
2) The full refund with the Tatkal charges is given on the tickets booked under Tatkal schemes as follows:
a) If the passenger’s journey originating point and the boarding point are different and the train is delayed by three hours or more at the journey originating point of passenger and not the boarding point of the passenger.
b) If the passenger is not willing to travel if the train is to run on the different route. In case train is to run on a changed route and the boarding station or the end station or both the stations are not on this route of the train.
c) If the passenger has not been provided accommodation in the same class when no extra coach is attached in which Tatkal accommodation has been provided.
d) If the passenger does not wish to travel if given accommodation in lower class. But in such case where the passenger travels in lower class he shall be given refund of difference of fare and also difference of Tatkal charges.
e) The Tatkal ticket booked under the Tatkal scheme is from the beginning to the ending point of the train with the boarding facility from any intermediate station. But keeping in view the utilization of the accommodations available in the train, the Zonal Railways are given the power of enforcing restrictions on the Tatkal booking regarding defining trains as end to end or keeping it free or setting restriction on distance, etc.
3) In case of the reservations taken under Tatkal scheme and the coach in which the accommodation provided is not attached in the train and so the accommodation to the Tatkal passengers is given in the normal train services and the same class no refund of fare is permissible.
