Foreign Service Institute
Foreign Service Institute of India is located in New Delhi, meant primarily for the training of the Indian Foreign Service officers. It is under the purview of the Ministry of External Affairs, under Government of India. There is a dean heading the institute, who is also of the rank of Indian Foreign Service officers or the rank of Secretary to the Government. Few other officers are also present in the institute, comprising of one Deputy Secretary, two Joint Secretaries and one Under Secretary, although there is no such fixed composition. Within the campus of the institute, there are flats for those officers who are undergoing training and a hostel, as well as accommodation facilities for the officials who are here on deputation.
Foreign Service Institute came into being in 1986 under the direction of the Indian Government, in order to provide and look after the training of new recruits into the Foreign Service. Initially, the institute was functioning from Akbar Bhawan from two rooms only. The course period of the training is about one year, catering to various matters on international politics, policy on foreign relation of india, culture and history of India, economics of India as well as other foreign countries, skills to develop interpersonal relationship and communication and many other things, before these officers are sent off to foreign lands.
In later days, the FSI included more diversified courses, which were of interest to officers of different levels of MEA as well as othercivil service cadre officers. Another aspect of this institute is to provide courses to foreign diplomats also. This particular course has been named the Professional Course for Foreign Diplomats. In 2007, the new building which housed the Foreign Service Institute was in campus of Jawaharlal Nehru University in New Delhi.
Training programs
For Probationers of IFS
Training the inductees of Indian Foreign Service is the first preference activity by the Foreign Service Institute. The aim is to prepare them for the multitude of tasks which would be handled by them in their careers, in their foreign missions and diplomatic protocols. The one year training encompasses topics on international relations and policy related to foreign relationship, security and defence, international law, economic diplomacy, parliamentary affairs, diplomacy culture and consular affairs. There are other training modules also, which are asserted through lectures, interactive sessions, seminars and working with the various institutions.
Mid-Career Training Programmes
Foreign Service Institute gives training and support, as well as upgradation of knowledge and skills as mid career programs. Mid career training programs are aimed at giving a boost to the efficiency of the offices and better diplomatic performances.Training of Staff
The basic professional course is also provided to the staff who are working in the Ministry of External Affairs. The aim of such training is to work upon the efficiency of the staff and improve their skills, with regards to the computer usage, up grading the administrative knowhow, consular work, accounts, office matters, drafting and communication skills. E-governance division has imparted training on utilisation of software packages for consular work and accounting, with lessons also on cyber security. Right to information ideas are also imparted.
Apart from these kinds of training, the Foreign Service Institute also offers interface facilities with other civil servants, courses and programs for foreign diplomats, special courses on special request from friendly countries, and maintenance of institutional cooperation.
