Directorate General Of Employment & Training
Directorate General of Employment & Training is the apex body in Ministry of Labour, responsible for coordination and development at the national level for various programs which are related to vocational training. There is also the provision of employment service, which is conducted through various employment exchanges in the country. Under the DGE&T, there are various Industrial Training Institutes which have control through state governments and union territories for the financial and administrative controls. Some specialised places have the Vocational Training Schemes operated by the directorate, by means of field institutes, directly controlled by it. The DGE&T is also looking out towards the development process of these schemes at the national stage, mostly related to policies, procedures and standarads, instructor training and trade testing. Day to day affairs of the ITIs and employment exchanges is done by the state government and the union territories themselves.
Tasks and responsibilities
It is the duty of the DGE&T to check the status of sectors like craftsmen training, craft instructors training and apprenticeship training at the central, state and industry level.
At the Centre
Under the Govt of India, the directorate looks after the policy and procedures, duration and standard in cohort with the NCVT and also conducts the final trade tests for craftsmen training.
The similar policy making and procedural guidance is checked by the government of India for the craft instructors training. There is also the implementation and administration of the programme in CTI and ATIs.
Regarding the apprenticeship training, the directorate controls the policy making, procedural checking and notification to industries, assuring standards of the syllabi, designation of trades and all this is done by consulting the Central Apprenticeship Council. It is also responsible for coordinating, assisting and regulating the programmes in the Central industries in the public sector.
At the State Level
It is the duty of the DGE&T at the state level to look after the day to day administration of the craftsmen training institute. For this, the jurisdiction and responsibility has been given to the state government. Therefore, the state government is looking out for providing instructors of ITI in various craft instructors training. It also assists and coordinates various programmes in the public enterprises at centre and state. Industry related instructions are imparted. Basic training is being provided to industries having more than 500 employees.
At the Industries Level
DGE&T has also extended some tasks to the industries in the different training sectors. For the craftsmen training, it is the world of the industries to advise the state governments and the centre and help in the conduct of tests for finals. The same responsibility holds true for craft instructors training as well as for the apprenticeship training. Also, the practical training programme for the apprentices is provided by industries, along with basic training.
