About the Directorate General, Factory Advice Service and Labor Institutes
The Directorate General, Factory Advice Service and Labor Institutes or DGFASLI was setup in 1945 for the advisory role in the Central And State Governments regarding the implementation of the Factories Act and management of industrial labor problems in various states. The DGFASLI works under the Ministry of Labor & Employment as an attached office and was previously known as the Office of Chief Advisor of Factories.
Organization
The DGFASLI is an all-industry related organization and includes several technical and non-technical staff. The administration is conducted through the Headquarters and four Regional offices.
The Central Labor Institute is the most important unit under the headquarters that deals with research and provision of services regarding industrial safety and practices.
Headquarters
The headquarters are located in Mumbai and is the nexus of all the labor institutes and the Central and State governments. It develops policies and executes programs in the industries based on these policies. The Headquarters consists of the Factory Advice Service, Docks Safety, Construction Safety and MIS Awards Departments.

The Central Labor Institute
The primary function of the Central Labor Institute (CLI) is the training of industrial laborers in the various aspects of industrial safety. The International Labor Organization, Geneva has designated the CLI as India’s National centre for training in labor administration and the national centre for Occupational Safety and Health Information centre.
The various Departments of the Central labor institute are as follows:
- Industrial Safety: Undertakes various activities for the better industrial working conditions. It also provides consultancy services for factories and carries out third party inspections for the government of India
- Industrial Hygiene: This division houses the following Laboratories: Industrial Hygiene, Respiratory Equipment Testing and Non-Respiratory Equipment Testing. This division undertakes various studies and surveys to indentify and counter the various causes of health hazards in the industrial working environments all over India.
- Industrial Medicine: The Goal of this Division is to treat and control the health hazards in industrial workers that are caused by the factors originating from the various industrial processes.
- Industrial Physiology: This division undertakes various studies and provides services in the field of occupation physiology and ease of use, for better industrial practices for the welfare and health of laborers. It undertakes research in Environmental, Respiratory and Work Physiology with respect to the industrial regions of India.
- Staff Training: This division was set up as a prototype project by the International Labor Organization in 1952. Following the successful results of this project the Government of India permanently installed this division with the help of the ILO to provide training to create skilled laborers within the industry itself.
- Industrial Psychology: This division evaluates the psychological effect of the working conditions in different industries, on the minds of the average laborers and devices techniques and programs as a solution to the adverse effects of the working environments.
- Productivity: This Division studies and provides consultancy services to various industries to improve the laborer productivity and the worker-management relations.
- Major Accident Hazards Control Advisory: The MAHCA division was created in 1987 to provide hazard and accident control services across the country.
Communication
This Division was created to create various media of information exchange in order to create a comprehensive library of charts, images, signs, audio tapes and interactive videos in order to promote and propagate the best industrial safety practices to the average worker.
