Department Of Land Resources
Department of Land Resources is an organisation under the Ministry of Rural Development with a vision and mission of improving the land usage and preservation.
Vision
It is the department’s vision to come up with a policy of land use effectively so that there is proper utilisation of land which are degraded or rainfed, for sustainable productivity, wasteland utilisation, record keeping and management of properties and information system of land.
Mission
Department of Land Resources has the mission to bring up development in a sustainable manner, the lands which are rainfed or degraded, which are done by involving the stakeholders in the programmes. Various other land reform programs and management systems are required to be put in place for coming up with an accurate LIS in India.
Main Services
- It is the charge of the DOLR to fix the annual budget for the integrated watershed management programme for different states
- Proposals of projects are appraised, which are received from SLNA or State Level Nodal Agencies under the IWMP or Integrated Watershed Management Programme
- After the SLNAs provide the projects, commensurate financial assistances are to be released
- Various programs under Desert Development Programme, Integrated Wasteland Development Programme and Drought Prone Areas Programme are funded with the release of the instalments from 2nd to 7th.
- For the proper implementation of the National Land Records Modernisation Program, financial assistance is provided to the states and UTs.
- Requisite financing is done for Administrative Training Institutes, patwari Training Schools, Survey Training Institutes for the establishment of the NLRMP cells.
- Addressing any grievances on part of the concerned people
Objectives
The primary objectives which are taken care of by the department are:
Improving the production in the lands which are degraded or rainfed, by implementation of integrated watershed management
Extending support towards making National Land Records Modernisation Programme implemented in the States and UTs.
Looks after the various reforms in land and other land related matters such as enforcing Land Acquisition Act, 1894, Registration Act, 1908, National Rehabilitation and Resettlement Policy of 2007, etc
Mission of Bio-Diesel
Matters related to land reforms are being under the consideration of National Council for Land Reforms, which is being headed by the Prime Minister. Further changes and more reforms will become clearer once the plan is given out by the council. From time to time, there is support and guidance to the government of India regarding various policies and acts, as well as to the states and various organisations of the governments.
Monitoring and Evaluation
Programmes can be successful only if there is proper delivery and implementation of policies at the grass roots, benefiting the rural poor in holistic manner. It has been the endeavour of the department to come up with multi tool and multi level system where the program implementation is monitored and evaluated. For the purpose of monitoring, some committees have been set up like Review Meetings conducted by Ministry of Rural Development, where various state ministers, chief ministers or those particular ministers related to rural development are involved, along with the state officers, and few other personnel are involved.
E-governance is being stressed upon by the Union Government in recent days in various aspects of Department of Land Resources, including the reporting, implementation and progress. These have been extended into the monthly programs and various reports which are to be filed through online means.
