Central Government Employees Welfare Housing Organisation
Central Government Employees Welfare Housing Organization (CGEWHO) is a welfare body established as per the Societies Registration Act of 1860 to facilitate affordable housing to the employees of the Central Government of India. Their headquarters is located in New Delhi with no regional offices.
Objective
CGEWHO executes welfare housing schemes for central government employees and their families by interdisciplinary management of construction of residences and providing support towards this end.
Organization
CGEWHO operates under the Ministry of Housing and Poverty Alleviation, Government of India. The organization is four-tiered as follows
- General Body: It is the guiding authority of the Organization whose function is to provide suitable direction to the functioning of the Organization and form and modify the Rules and Regulations.
- Governing Council: It governs the staff and financial affairs of the Organization.
- Executive Committee: It executes all the functions of the Organization through a Chief Executive Officer who is the point of contact between the organization and their various projects.
Various professional departments are set-up corresponding to their respective fields that co-operate with others for effective and fast response. The CGEWHO is made up of three departments - Technical, Administration and Marketing and Finance; each appended by an I.T. division.
Operations
Acquisition of Land
The land is acquired and its expanse depends on the density of the central government employees in that region. Specific demand surveys are conducted to assess the need and demand of housing in a particular region and required land is acquired from the State Land Allotting Agencies or private agencies.
Planning of Project
The project is planned only after the required land allotment is confirmed and the intent of the project is announced in public.

Housing Scheme
After a project has been planned and its costs have been estimated, it is offered to eligible government employees as a `Housing Scheme’ in two steps as follows:
- Announcement : CGEWHO invites applications for the ‘scheme’ through newspapers, CGEWHO’s newsletter, and letters addressed to various government offices in India and abroad.
- Registration and Allotment : Allotment letters are issued to eligible and selected applicants including the terms and conditions and the payment details of the residences.
Execution of the Projects
- Construction Agency : In conventional planning, a construction company is contracted for every stage in the plan as per the Executive Committee. In case of turnkey contract method, the construction agency is presently contracted by CGEWHO and construction starts immediately.
- Management and Control of Projects: CGEWHO supervises each construction project using the following four-level model.
- A consulting Architect provides the project management services.
- A team headed by a Project Manager is specially assigned by the CGEWHO for a particular project.
- The Technical Directorate monitors the progress and quality of the construction with the regular inspections of the CEO.
- A reputed institution is hired for Quality Assurance of the work done.
Closure and Maintenance
On receiving the final payments from the applicants the CGEWHO transfers the possession of the newly constructed residences to the new owners. Subsequently, an Apartment Owners’ Association is created to handle the maintenance of the buildings from thereon and the project is considered to be closed.
